Mandate
The Continental Liaison Unit for Enquiries exists to coordinate matters involving more than one territory, more than one account of events, or more than one person insisting that somebody else had the item last.
The Unit operates through the Continental Operations Directorate and a network of technical, witness, records and field-support functions.
Administrative position
Independent, within limits
C.L.U.E. is operationally independent of any one national authority. Accountability is maintained through periodic review by whichever committee most recently replied to our correspondence.
Operating principles

| Compartmentalisation | Personnel receive the information required for their task, not the information they are curious about. |
| Proportionality | Use the least dramatic investigative method likely to work. Escalate only when somebody loses the form. |
| Record keeping | Write it down. Bad evidence sometimes remains useful evidence. |
Publicly listed divisions are intentionally incomplete. Restricted units are omitted from this website because that is broadly the point.
